Administrator Guide

Administrators create and manage elections using an email address and password.

Sign in and create an election

  1. Open /login. Use Create admin account the first time or Admin sign in thereafter.
  2. On Election History, select Create Election.
  3. Enter a title, description, registration dates, voting dates, candidates, and trustees.
  4. Enter one trustee per line as name,email. Every trustee must have a valid email.
  5. Check that the dates are ordered: registration opens, registration closes, voting opens, voting closes.
  6. Select Create Election.

Times are entered in the computer's local timezone and stored as UTC. Leave enough time between registration and voting to finish setup. If the schedule is wrong, create a replacement election rather than relying on editing the published parameters.

Import voters

In Election setup, select Import Voters (or Review or Edit) to open the voter-list window. Choose a CSV file or paste CSV text, then select Import CSV.

Each subject ID must be unique and each email must be valid. Confirm the final count and addresses in Current Allowlist.

Send registration and setup invitations

In Election Email, use 1. Registration and setup to send personal, single-use links to all voters and trustees. Use Resend one personal setup invitation only for an individual replacement.

Do not publish personal invitation links in a group chat. If a used or expired link is opened, the system sends a replacement to the same email address.

Complete election setup

The action panel highlights the next valid action. Completed actions are pale green; unavailable actions explain what they are waiting for.

  1. Lock and Publish Voter List publishes voters who completed registration.
  2. Publish RA Public Key publishes protocol key material. It does not register voters or send invitations.
  3. Start Trustee Key Setup initializes the tally service.
  4. Wait for every trustee to publish a setup contribution.
  5. When enabled, complete trustee key setup.
  6. Select Complete Election Setup.

Do not repeatedly click completed or disabled actions. Use Trustee Progress and the visible next-action message.

Send the voting link

Use 2. Voting in Election Email after the voter list and setup are ready. Every registered voter receives the same public voting link and signs in with the private key saved during registration.

Tally and finalize

After voting closes:

  1. Select Prepare Verifiable Tally.
  2. Use 3. Decryption in Election Email to send the shared trustee link.
  3. Wait until Trustee Progress shows every decryption share submitted.
  4. Select Finalize After Trustee Shares.
  5. Open Verifier and confirm the election is finalized and valid.

Never collect voter or trustee private keys on the administrator's computer.
